The state production incentive is funded by and limited to the utility subject to Minn. Stat. 116C.779 - Xcel Energy - so a homeowner outside Xcel's service territory gets full-retail net metering but no state rebate. The federal Residential Clean Energy Credit (30%) was repealed by the One Big Beautiful Bill Act signed July 4, 2025. Per the IRS, the credit is not available for any property placed in service after December 31, 2025 - and the IRS counts the installation completion date, not the contract date.
